Ending Violence Against Women through Community Action (EVAWCA)
Description of the project:
BNWLA has experienced through implementing the first, second and third phase of ManusherJonno (MJ) Foundation funded projects that awareness on violence in the project intervention areas increased but the conceptual understanding of the issue is not deep rooted. The Baseline Survey conducted in 2012 under MJ Foundation’s funded project also compliments the same finding. People at grassroots level in spite of having various interventions from BNWLA along with partner NGOs remain disrespectful towards women and their contribution is not recognized in the family let alone in the society. BNWLA along with Partner Organizations are working with the Union Parishad (NariNirjatonNirodh Committee-NNNC), police, Judiciary, medical/hospital institutions with aims to increase awareness, ensure quality of services and making them more responsive to VAW and women rights issues. Based on the outcome BNWLA is attempting to find the solution, how best these services could work towards establishing women’s entitlements. Nevertheless, realizing the new and emerging challenges from both internal and external fronts, BNWLA has brought in a number of modifications and changes in priorities and included new arenas for implementation during the new phase of the project.
The project designed a set of activities to achieve output/outcome and objectives which are contributed to attain goal. Major activities are: 1) Establishment, activation and continuation of operation of 24 numbers of union level community law centers at 24 selected unions of six upazila (per upazila- 4 unions) of five districts; 2) Policy level advocacy for enforcement of laws and policies 3) Replication of good practices/models ( i.e. inter-agency coordination model/good practice, VAW free model village as well as to develop response system 4) Activate local government & community level committees ( through applying community partnering approach) to address violence against women 5) Capacity building of project staffs, partners and communities to deliver qualitative legal protection services and to functional violence response system. Target group of the project are vulnerable women (10489 # women) of targeted areas, their respective spouse (4099 # of men), families, communities, students (both boys and girls), local government representatives, government representatives, different committee members and others. The project is implemented at 24 selected unions of 6 targeted upazila under 5 particular districts (Dhaka, Rajshahi, Barisal, Khustia&Thakurgoan) of Bangladesh. BNWLA implementsthe project activities at 12 selected unions of 3 upazila under 3 districts and 3 partners implement the targeted activities at 12 selected unions of 3 upazila under 2 districts.
The budget of the project is 4,07,85,436 BDTfor the period of August 2013-December 2016.
Mission/Vision of the project:-
BNWLA had designed this project with a goal “To build a violence free society for women with active participation of community people in project area.” and following purposes: a) To develop capacity of targeted community people specially women for preventing and protecting violence against women and girls and claiming their rights; b) To make responsive the service provider institutions (UP, thana, hospital & court) for increasing access to services of victimized women & girls; c) Sensitized service providers and other stakeholders on domestic violence law for its implementation.. Expected outputs of the project are : 1) Increased access to comprehensive legal protective services for the poorest and most vulnerable women including : a)Increased access and usages of local level legal protection services provided by organization and its partners b)Increased effectiveness of local level legal protection services; 2) Increased advocacy to promote enforcement of laws and policies to protect target women against different forms of violence including : a)Increased involvement of targeted poorest and most vulnerable with enforcement of laws and policies ; b) Increased responsiveness of formal justice system to the needs of poorest and vulnerable women 3) Improved violence response system at project areas for targeted women including: a) Increased adoption of good practices/models ( i.e. inter-agency coordination model/good practice, VAW free model village ) of response system at project target areas; b)Increased functionality of local government & community level committees (through applying community partnering approach) to address violence against women; 4) Increased knowledge and capabilities of project staffs, partners and communities to deliver qualitative legal protection services and to functional violence response system.
